What's new at the Hertie School

Dear friends of the Centre for Digital Governance,


As summer makes way for the changes of autumn, the Centre has returned in full force with some exciting updates. Notable among them is that the Centre has a new director, Professor Daniela Stockmann. Her appointment comes at an important moment as the Hertie School celebrates its 20th anniversary. We are happy to share the following updates and highlights with you.

Our next Digital Governance Research Colloquium will be a presentation by Paddy Leerssen (University of Amsterdam) on 'Seeing outside the (black) box: From algorithmic transparency to platform observability in the Digital Services Act.' Paddy Leerssen will discuss the rules regarding accessing data in the EU's new Digital Services Act from a legal point of view. Join us for this session via MS Teams.

Last month, Professor Daniela Stockmann succeeded digital bureaucracy scholar Professor Gerhard Hammerschmid to become the Centre's new director. Gerhard Hammerschmid will remain an active faculty member of the Centre, where he focuses on government digitalisation. Read the press release to learn more about our new director.

The Centre for Digital Governance is thrilled to have co-organised a study trip with the Oxford Internet Institute during which a group of students from both institutions visited Tallinn, Estonia to learn about the country's digital transformation and discuss related policy issues with local officials and experts. In July, Professor Gerhard Hammerschmid commented on how Germany has missed the mark in consolidating its digital infrastructure. His remarks were part of a special series published by the Süddeutsche Zeitung.

Policy brief
In a recent policy brief titled Climate Breakdown as a Systemic Risk in the Digital Services Act, Rachel Griffin, PhD candidate at Science Po Law School, unpacks the language of the Digital Services Act to argue the legal basis for an environmentally conscious implementation of the EU's forthcoming legislation.

New on the blog
In the latest post on the Centre blog, visiting researcher Dr Thorsten Jelinek writes about digital sovereignty and the ongoing crisis in multilateralism, drawing inspiration from his latest book, The Digital Sovereignty: Avoiding the Return of Silos and a Divided World. Read his blog titled From Past to Future: Lessons from Telecommunications History for Shaping Digital Sovereignty to learn more.

Paper
‘Do we collaborate with what we design?' That is the question that Professor Joanna Bryson and other distinguished scholars respond to in a recently published paper. They "critically assess the accuracy and desirability of using the term "collaboration" in interactions between humans and AI systems." Find out their conclusions in the full paper.

Podcast
In an insightful episode of the ‘Ein neuer Tag' podcast, Philipp Darius, post-doctoral researcher at the Centre, discusses ChatGPT. He shares the concrete changes we face as a result of it and what we should be worried about. Listen to the full interview.
